										<content:encoded><![CDATA[<p>There were<a title="Animal Shelters, Tourism and Development Measures on the Nov. 4 Ballot" href="http://hilltopmonitor.com/2014/10/03/animal-shelters-tourism-and-development-measures-on-the-nov-4-ballot/"> three main issues proposed in the 2014 election cycle for Liberty, MO</a>. They included building a new animal shelter, increasing funding to attract tourists to the city, and increasing the amount of residential land and work on the roads to decrease the amount of congestion. The animal shelter would include a 2.5% tax increase to fund a new animal shelter with more employees and updated technology to help the overcrowded shelter in Liberty. The second proposal, with respect to tourists, would create a transient guest tax, which would be paid by any person staying in a hotel to generate revenue towards supporting local festivals, artwork and the history of Liberty. The final problem which includes the traffic from MO-291 and the shortage of residential growth, crosswalks, sidewalks and the roads of Liberty would be funded with an economic development tax, which would be a 3/8 increase on the sales tax paid by anyone who shops in Liberty.</p>
<p>Ballot Question #1: “Shall the City of Liberty impose a local use tax at the same rate as the total local sales tax rate, currently 2.5%, provided that the local sales tax rate is reduced or raised by voter approval, the local use tax rate shall also be reduced or raised by the same action? A use tax return shall not be required to be filed by persons whose purchases from out-of-state vendors do not in total exceed two thousand dollars in any calendar year.”</p>
<p>The first ballot question involved the development of a new animal shelter. The use tax, which would have brought in the funds needed to support this problem would primarily be paid by businesses. It would not exceed $2000 dollars per year. The current animal shelter was built in 1974 and includes twelve dog kennels, twelve cat kennels, a combined office, lobby and visitation center, as well as an examination room, food prep area, and a restroom. It is 1000 sq. feet. According to the city of Liberty’s website, since 2010, over 53% of animals that were brought to the facility over 53% have been reunited with owners, adopted or transferred to a different facility. Ballot Question #1 was not approved by the voters of the city.</p>
<p>Ballot Question #2: “Shall the City of Liberty, Missouri, impose a tax on the charges of all sleeping rooms paid by the transient guests of the hotels and motels situated in Liberty, Missouri at a rate of five percent (5%) for the sole purpose of promoting tourism?”</p>
<p>The second ballot question would create a transient guest tax which will generate approximately $168,000 to promote tourism throughout the city. It will fund signs, local festivals, special events and the outdoor summer series provided by the city. People traveling to Liberty and staying in hotels or motels will pay a five percent tax on their total bill. It would also increase funding to local art projects and artwork in the community. Ballot Question #2 was approved by voters.</p>
<p>Ballot Question #3: “Shall the City of Liberty, Missouri, impose a sales tax at a rate of three-eighths of one percent (0.375%) effective April 1, 2015 and to expire on March 31, 2035 for economic development purposes, including without limitation costs related to the construction of South Liberty Parkway Phase 2 and Downtown infrastructure rehabilitation, and which may include the retirement of financing obligations incurred for any such authorized purposes?”</p>
<p>The third ballot question would increase the sales tax by .375% to create an economic development tax to fund the fixing of roads and increasing residential development. It will start April 1, 2015 and will end March 31, 2035. The estimated funding for this is about 69 million dollars, approximately 10 million dollars is being funded by Liberty residents. This new economic development tax plans to reconstruct or expand Flintlock Flyover, Liberty Drive, Franklin Street and I-35 South Liberty Interchange. This tax will also improve sidewalks, crosswalks, and historic downtown Liberty. Ballot Question #3 was approved by the voters of the city.</p>

										<content:encoded><![CDATA[<p>If you were a fan of American Horror Story: Asylum, then you are going to love the Freakshow. Jessica Lange plays Elsa, the ring master, and the entire circus is her creation. Each monster hides a unique story, but the real theme of the show is the monsters that live inside of each of us. The cast includes familiar faces like Evan Peters, Sarah Paulson and even Emma Roberts. The star studded cast puts 110 percent into their characters. The first episode reeled me in with all the subplots and stories so much that I couldn’t wait for the next. The second and third episodes exceeded my expectations and I’m definitely coming back for more.</p>
<p>The freakshow takes place out the outskirts of Jupiter, Florida in 1952. There are “freaks” from different walks of life trying to find a place that accepts them, while allowing them to show their unique talents. Everyone is hiding a secret and there are very good reasons that each of them ended up in Elsa’s circus. Elsa uses the monsters as a way to make her way back into show business after becoming a “has-been” cabaret singer after World War II. Jimmy Darling, played by Evan Peters, is lobster boy; his main attraction are his large, deformed hands, which resemble lobster claws. Then we have Kathy Bates, Ethel Darling, Jimmy’s mother, the bearded lady. She is Elsa’s right hand woman and the brains behind the circus. Sarah Paulson plays the Siamese twins, Bette and Dot Tattler, who are the new girls at the Freakshow. They hide a pretty big secret that develops as the season progresses. Emma Roberts plays Maggie Esmeralda, the mysterious gypsy.</p>
<p>This show is completely different from anything on TV with its writing, cast and plot. If you are searching for something new, refreshing and completely addicting, I would definitely recommend AHS. You can even binge-watch the other three seasons on Netflix. The only disclaimer I would give is about the clown. I’m not even afraid of clowns, but this clown has to be the creepiest thing I’ve ever seen. He’s the mass murderer running around Jupiter doing some really messed up things like abducting children and dismembering adults. I’m all for gore and guts, but he takes it to an unspeakable level. John Carroll Lynch plays Twisty the Clown and he does an over-the-top, unbelievable job of it. I’m anxious to find out what he is hiding behind that creepy masked smile.</p>

<p>Nov. 4, 2014 is not only an exciting day because of the federal elections, but also because of new city-wide measures for the city of Liberty. Liberty residents have taken, interest in voting on three specific initiatives this fall: using tax dollars for overcrowded animal shelters, creating a transient tax to attract more tourists and visitors to Liberty, using an economic development tax to increase land for business and residential growth and to help with the congestion of traffic. These initiatives all focus on the economy and residents of Liberty as well as focusing on the rising population and public.</p>
<p>The first ballot question pertains to a use tax. The city is asking voters if they would like to institute a 2.5% use tax, which is equal to the city’s sales tax. If approved, Liberty can improve conditions for overcrowded animal shelters which have been around since 1974. If it is approved, the use tax would only apply on transactions where no local sales tax is already collected. The shelter serves 600 animals a year and is growing rapidly with the increase of residential population in Liberty. The vote would ensure the construction of a new animal shelter with updated technology and an increase in staff to help animals in need.</p>
<p>The second ballot question involves the introduction of a transient guest tax. This tax would help promote tourism and provide the funds to showcase the city of Liberty. If this tax is approved it would generate approximately $168,000 which would go towards the construction of way-finding signs in Liberty; in turn supporting Liberty festivals and special events. It would also support funding of public art to attract new tourists to Liberty. Guests and tourists who stay in Liberty hotels and motels would pay a 5% transient guest tax to help fund the project.</p>
<p>The final question on the ballot pertain to an Economic Development Tax. Liberty is asking voters to implement 3/8 Economic Development Tax for road and residential construction. The current congestion of traffic in Liberty is a huge problem, so this tax would extend South Liberty Parkway from Withers Road to M-291. It would also improve Historic Downtown and increase the construction of sidewalks and crosswalks. Liberty residents and nonresidents would pay this tax, because it would apply to anyone who shops in Liberty. The tax, if approved, would begin Apr. 1, 2015 and expire Mar. 31, 2035. This would also open more land for residential and commercial re-development.</p>

<p>Recently the trend of young-adult-novels-transformed-into-blockbuster-hits has spread like wildfire. “The Giver,” based on the book by Lois Lowry, is a blockbuster hit, although it does not have the same effect or following of its predecessors. Written nearly 18 years ago, the book was a national bestseller and a popular read for many schools across the nation. The premise of the story takes place in a utopian society, a world of perfection and “sameness.” While the movie captures the essence and the message of the story very clearly, it will not attract millions of fans like “Twilight” or “The Hunger Games.” The story includes many ethical questions and a quest for justice and love, but it lacks the depth and time to answer all of these questions. Personally, I enjoyed the movie and I would definitely see it again. Phillip Noyce’s directorial style was very interesting and captured my attention right away. The star-studded cast included Meryl Streep as Chief Elder, Jeff Bridges as The Giver, Katie Holmes as Jonas’ mother and Brenton Thwaites as Jonas.</p>
<p>When Jonas turned 18, he was given the job of receiving others’ memories. Jonas always felt different in the perfect community he lived in, but he never said anything. He accepted everything at face value and did not question why things were the way they were. When he met The Giver, Jonas experienced a whole side of the world he had never seen or felt before. Jonas experienced memories of war, pain, happiness and most importantly, love. When Jonas realized the inhumanity and secrets of the elders and the community, he knew he had to do something to restore the memories. Here began his journey with The Giver to restore balance within the world. It was the Receiver’s job to hold all of the memories of history and advise the elders on matters of right and wrong. The Receiver knew what it was like to feel pain, hurt, starvation and even death: they held the intricate balance of the community. Jonas and The Giver knew the burden was too large to keep between them, so they decided to set it free.</p>
<p>I would give this movie 3.5 stars out of 5. It was directed very well and the script was great, but I wish they would have expanded it more and included more of the book. The key events like the apple scene and Jonas’ realization of love were kept in the film, but there were some scenes that did not make the cut. The acting by veterans like Streep, Bridges and Holmes was on par as usual, and I was also pleasantly surprised by Thwaites and his co-star Odeya Rush, who played Fiona. Even though they are young, they kept up with the veteran actors. There was no imbalance of skill and talent even with the mixed bag. Holmes and Streep did an amazing job playing antagonist roles and the tension between Streep and Bridges was phenomenal. Streep makes you want to hate her and question her every move, and Bridges transcends the role of the Protector and Giver to new limits. They play their characters off of each other so well.</p>
<p>Although this is not the next blockbuster phenomenon starting worldwide trends and a new base of fans, it is still an enjoyable movie to see with friends. It is not an action, thriller or suspenseful movie; it is purely a mystery. It gives a new and literal meaning to grass being greener on the other side. You will learn how to experience emotions all over again and maybe even shed a tear or two.</p>
