What is the Heritage Foundation?

The Heritage Foundation is a powerful conservative think tank founded in 1973 that writes ready-made policy blueprints for Republican lawmakers and presidents. It promotes Christian conservative social values and aggressive executive power. Though it is a private organization, it has outsized influence in shaping federal policy—most recently as the architect of Project 2025. Its influence during the second Trump presidency has been especially direct; an analysis by DeSmog found that more than 50 high-level Trump administration officials had links to the organization.

What is Project 2025?

Project 2025 is a sweeping conservative policy blueprint created by the Heritage Foundation to prepare for a Republican presidency after the 2024 presidential election. The project calls for limiting abortion access, rolling back LGBTQ+ protections, eliminating diversity and equity programs, weakening the Department of Education, and redefining federal policy around a traditional, heterosexual model of family and marriage.

Since Trump took office, significant portions of this agenda have been implemented; in fact, most estimates say more than 50% of the project has been completed. Initiatives proposed by Project 2025 include:

What Comes Next?

While much attention has focused on how the Trump administration implemented substantial portions of Project 2025, those actions now function primarily as context. The more pressing issue is what comes next.

In Saving America by Saving the Family: A Foundation for the Next 250 Years, published by The Heritage Foundation argues that the restoration of the traditional heterosexual family is essential to national renewal. Framed as a pro-family policy blueprint, the report proposes sweeping reforms to welfare, tax policy, family law, and cultural institutions. The most distressing element of the report is its willingness to restructure social welfare around a single normative vision of marriage.

A New (Old) Understanding of Family

The report situates family support as central to national survival, claiming, “The family is the foundation of civilization, and marriage — the committed union of one man and one woman — is its cornerstone.” By positioning one family model as morally and politically superior, these proposals expand government influence into private life and legitimize intrusive interventions into intimate decisions.

The Heritage Foundation advances a deeply regressive vision of American life by arguing that marriage (not personal growth, education, or professional achievement) should be the primary marker of adult success. The report laments that modern culture encourages young people to delay marriage in favor of career development, complaining that

“For most previous generations, marriage was the foundation of adulthood. In contrast, today’s cultural narrative teaches young people to delay marriage and focus on career and personal achievements first. Many now consider marriage a capstone to adult life, something only to be accomplished once career and other personal goals have been achieved.”

What the report frames as cultural decline is, in reality, the expansion of opportunity, particularly for women, who now have the ability to pursue education and financial independence before entering marriage. By portraying career ambition and self-development as threats to social order, the report romanticizes a past in which economic dependence and rigid gender roles were the norm.

The document goes further, openly villainizing online dating, pornography, sexual freedom, abortion, and no-fault divorce as drivers of family breakdown. It blames the social transformations of the 1960s, arguing that

“The disruptions to American family life caused by bad public policy in the 1960s were exacerbated by cultural upheavals that radically changed social norms around sex, sexuality, marriage, children, and gender roles. Second-wave feminism and the sexual revolution promoted an individualistic, child-free, marriage-free, sexual ‘liberation’…”

In this telling, feminism and expanded sexual autonomy are not historic advancements in civil rights but catastrophic mistakes. The report treats women’s independence, reproductive choice, and the ability to leave unhappy marriages as social decline rather than progress. By condemning no-fault divorce and abortion alongside “casual sex,” it reveals a broader desire to reinstate moral and legal pressures that would make exiting marriage or avoiding it altogether more difficult.

Perhaps most telling is the report’s hostility toward higher education. It claims that college represents “extended adolescence” and argues that “[m]ore education correlates with later marriage, fewer children.” Rather than acknowledging that economic instability, student debt, and labor market changes shape young adults’ timelines, the report implies that education itself is the problem. In effect, it frames intellectual development and economic mobility as obstacles to the “natural” order of early marriage and childbearing. The logic is clear: independence delays marriage, and delayed marriage is treated as a national crisis.

Welfare and Economic Reform

The report also calls for eliminating marriage penalties in state welfare, arguing that current programs discourage marriage by financially disadvantaging married couples compared with single parents. As the report states:

“All children conceived deserve to be born to their mothers and fathers in a committed marriage who will love, guide, and protect them throughout their lives. Therefore, at a minimum, policies should not discourage or penalize marriage. Policy should instead affirmatively support and privilege marriage as directly and explicitly as possible.”

While framed as a means to promote social and economic stability, this approach distorts the reality of poverty: it reduces support for single parents (disproportionately low-income women) and assumes that marital status is the primary driver of economic insecurity, oversimplifying the systemic issues that contribute to financial hardship.

Similarly, the report advocates reforming alimony and spousal support by capping payments to the length of the marriage and favoring lump-sum settlements. Though presented as fairness reform, this policy would disproportionately harm stay-at-home spouses, often women, who sacrificed careers to provide caregiving and often face difficulty in re-entering the workforce.

The report also promotes support for stay-at-home parenting through Home Childcare Equalization (HCE) credits, intended to encourage one parent to remain at home. This policy reinforces traditional gender roles and limits flexibility for modern work-family arrangements, potentially pressuring parents into unpaid caregiving to qualify for benefits. Beyond economic incentives, the report seeks to influence reproductive behavior, emphasizing policies that encourage childbearing within marriage and framing declining birth rates as a national problem. As the report asks, “What happens to a nation when its citizens largely stop having children?… These questions are not theoretical,” illustrating its view of fertility as a matter of national urgency.

Taken together, the report constructs a narrative in which sexual freedom, feminism, reproductive rights, educational attainment, and personal autonomy are to blame for social decline. It does not merely advocate for supporting families—it seeks to discipline modern life back into a narrow, heteronormative and marriage-centered model. What it labels “saving America” is, in practice, an attempt to roll back decades of expanded freedom, particularly for women and LGBTQ+ individuals. Rather than addressing structural economic inequality, stagnant wages, childcare costs, or healthcare access, the report chooses to scapegoat cultural progress and personal autonomy. Its vision of restoration depends not on expanding opportunity, but on constraining it.

Why the New Phase Feels Different

The earlier implementation of Project 2025 policies demonstrated the feasibility of large-scale administrative shifts via executive action. That track record amplifies concern about the Heritage Foundation’s new proposals. The central shift is not merely about abortion, LGBTQ+ rights, or DEI programs individually. It is about whether the federal government adopts a singular, officially endorsed definition of family and social order and structures funding, civil rights enforcement and educational policy around that definition.

The 2024 Presidential Elections Through the Eyes of Jewell Students

There has been significant debate over the past few months over who would become the next leader of our country. Tension has continued to rise, as the country remembers 2020, the last time there was a transition of power. This editorial will focus on perceptions on our campus leading up to the 2024 Presidential Election, which, as of Nov. 6, has been conceded by Kamala Harris to Donald Trump.

Before the election took place, assistant professor of political science at William Jewell Dr. Abigail Vegter, discussed her thoughts with us in an interview conducted by the Hilltop Monitor on Oct. 28, 2024:

“This is the first presidential election we’ve had post-January 6, and I think that that’s an important consideration to the fact that we did not have a peaceful transition of power last time. There’s a lot at stake here and there’s a lot at stake in the response to this election. So not only the results, which are going to be, of course, impactful but how the results are handled and the responses to those results, I think, is going to be really important for how our democracy functions moving forward.”

The topic of democracy is a crucial element to the 2024 election. Students worry about the implications of this election for American democracy, and many have stated their worries about what the future holds. An anonymous student stated, “It makes me very nervous but it also gives me a lot of hope… finding out that Kamala Harris was going to be the democratic candidate instead of Joe Biden reignited my passion for politics.”

The 2024 presidential election was one of the closest in U.S. history and the result could have gone either way. Since Biden dropped out on July 21 2024, the vast majority of national polls have had margins so slim that they’ve all posted results within the margin of error. Indeed, one of the latest polls in the runup to the election, conducted by FiveThirtyEight and the Times, showed Harris leading by just one point. Nate Cohn, chief political editor at The New York Times, noted that polls have never been so close on election day. The same poll gave Trump a slight advantage in 5 of the 7 swing states. That said, national polls gave us a more or less accurate estimate and were not representative of all local trends.

The Hilltop Monitor sent out a survey targeting Jewell students exclusively, in order to gauge opinions on the candidates, as well as the importance of voting in general. The survey received 60 responses, which is a very respectable figure for a campus of around 1,000 students. The survey was conducted on Oct. 23 2024 and answers to all questions remain anonymous.

The first question asked participants who they planned to vote for in the 2024 election. The results gave a large advantage to Harris, who won more than half the vote with 53.3% against just 21.7% for Trump. Many national polls do not offer neutral/third choices, but in the case of The Hilltop Monitor poll other options provided included “not sure/undecided,” “not eligible to vote,” “choose not to vote” and “vote third party/other.” In this sense, this first graph shows an interesting trend with over 20% of Jewell students opting for one of these alternative options, a total that actually exceeds the total of recorded Trump voters.

The second question resonates with an important part of the presidential debate: is true democracy at risk? For several months, many political scientists, academics and journalists have been warning the public about the potential threats Trump would pose to democracy if elected. In Oct. 2024, Robert Paxton, professor emeritus at Columbia University and one of the leading experts on facism in American academia, warned the public about Trump’s fascist tendencies, confirming and accentuating the views of many Americans who are frightened by Trump’s lack of commitment to democratic principles. On the other hand, Trump and his campaign have also used some of these terms to describe Harris. Interestingly, over 70% of Jewell students think the outcome of the 2024 election will pose a threat to American democracy, regardless of which candidate is chosen. These figures are roughly similar to the results of an Economics Times national poll, which found that 76% of American voters believe that American democracy is under threat.

Some 21.7% of students rate Trump favorably and intend to vote for him. By contrast, 38% of students intend to vote for Harris and approve of her candidacy. Interestingly, Harris has lost around 10 points compared to the first question in this survey, meaning that fewer students view her favorably, although she is still preferred to Trump. This 10% gap might imply Kamala’s Harris lack of popularity among democrat leaning voters.

Nov. 6 marked a turning point for the United States and while Jewell students seemed to lean towards voting for Harris, the national results show a different trend. This historic election opens a new chapter in the history of this country, one that was not anticipated by Jewell’s students, who gave Harris the edge. On the other hand, many students also shared their concerns with Harris’ campaign: “I want to be able to buy a house or be able to afford gas,” an anonymous student said. “I do believe that Trump would create a better economy.”

With division invading the nation, citizens gathered around their televisions to watch the competition live on Nov. 5. As the results came in, many news outlets realized that they had predicted the outcome of the country wrong. At 5:35 a.m., Nov. 6. Trump had virtually won the majority of electoral college votes, and he will be the 47th president of the United States. Yet, many wonder what democracy will look like in a few months as the future of the nation is handed over to the first ever presidential candidate convicted of a felony. Will Donald Trump leave our country thriving or in shambles? Only time will tell.

Biden and Trump’s Endorsements

As election day looms, it is worth looking at the collection of allies and supporters assembled for both campaigns. Both Joe Biden and Donald Trump have managed to largely unify their parties’ lawmakers and traditional allies around their campaigns.

The Biden campaign’s endorsements reflect the balancing of the two major wings of the Democratic Party and the expansive coalition-building Biden has emphasized. Biden has received endorsements from those firmly in the centrist, moderate wing, such as the conservative Senator Joe Manchin (D-W.V.) and Democratic Kentucky Gov. Andy Beshear.

At the same time, Biden has garnered support from progressive stalwarts including the progressive firebrand Rep. Ilhan Omar (D-Mi) and Sen. Bernie Sanders (I-VT).

Progressive outside groups have also rallied to support Biden’s campaign. Though many supported other candidates during the Democratic primaries, progressive organizations such as 350 Action have endorsed Biden, while others have rallied to his side even as they hold off on official endorsements.

Biden has also received many endorsements from former Cabinet officials he served with during the Obama Administration, organized Labor groups and even disaffected Republicans.

Most prominently the Democratic National Convention featured a host of disaffected Republicans endorsing Biden. This list included former Ohio Governor and 2016 Republican presidential hopeful John Kasich and has been joined since by Cindy McCain, the widow of Sen. John McCain (R-Az.).

This year, as Trump has sought to cast himself as the law and order candidate, he has received the backing of major police unions, including the largest police union in the United States. The Fraternal Order of Police representing over 300,000 police officers endorsed Trump, citing his support for law enforcement during the protests that erupted in the wake of the killing of George Floyd.

Despite some high profile abstentions, the Trump campaign has also received major support from Republican lawmakers and their traditional allies. In contrast to 2016, where the release of the Access Hollywood tape set off an October scramble for Republican lawmakers with many Republican lawmakers withdrawing their endorsements or tempering their support, Republican lawmakers are largely unified behind Trump.

Prominent exceptions to this rule include Sen. Mitt Romney (R-Utah) who has publicly said he did not vote for Trump. Romney, who voted for Trump’s removal from office during his impeachment trial earlier this year, has emerged as one of the President’s most stalwart critics on the Right. Sen. Susan Collins (R-Maine) has also refused to say whether she will vote for Trump.

Beyond individual lawmakers, some high-profile former Republican strategists and political operatives have also garnered attention. The Lincoln Project and Republican Voters Against Trump have both assailed Trump and aimed at promoting Biden’s candidacy.

Newspapers have also often been touted as coveted endorsements, despite limited evidence of their persuasiveness. In 2016, Hillary Clinton far outpaced Trump in newspaper endorsements.

In this category, Biden retains a commanding lead. Over a hundred newspapers across the country have endorsed his candidacy. The Manchester Union Leader made headlines recently when it endorsed Biden, the first time it has endorsed a Democrat in over a hundred years.

Meanwhile, Trump has the support of just six daily or weekly newspapers.

Each campaign is entering a time-crunch during the last few days before the election. Early voting is already underway with more than 60 million Americans having voted. Election Day is Nov. 3.
